Principles

The Central African Republic is in a post-crisis situation following the many political and military upheavals of the past ten years. Democratic principles must be reinforced by landmark measures and decisions, as much in the reinforcement of capacities and institutional support (legal system, police, military, media...) as in terms of raising the population’s awareness, through the development of strong allied signs to participative processes including all the major players.

The international organisations have invested a lot beforehand, in the first part, but note a deficit in the population’s appropriation of the Human Rights culture and the tools which are made available to them. The notion of Human Rights is still too abstract for the public.

The Bangui FIFDH aims to increase the population’s general level of awareness of Human Rights. The proposed action combines two fundamental elements: Human Rights and culture, which are two of the pillars of development without which there cannot be any sustainable political, social and economic progress. Audiovisual media being a tool of people’s education unlike any other in terms of power in raising awareness to a greater public, the action concerns the organisation and holding of the Bangui International Film Festival on Human Rights (FIFDH) from the 27th March to the 2nd April 2010. Through all the themes dealt with in the programme, the action resembles a kind of original and innovative awareness and dialogue campaign on the good management of public affairs and the respect of the rule of law.
